Is Proposition 47 to blame for Modesto's high murder rate?

ID=75128134

An unfortunate record has been set in Modesto, after another violent weekend. The city has experienced 26 homicides, that's two more than the previous high in 2012 and the year isn't over.

Law enforcement isn't just dealing with a high number of killings, law enforcement predicted something like this would happen.

About half of Modesto's killings are linked to gangs and drugs, a large number are linked to domestic problems.

A few are being linked, by police chief Galen Carroll, to Proposition 47.

"Just a quick look...three of our homicides...the suspect and victim were early releases from prison," said Carroll.
